Mercy Corps is a non-religious, non-profit and non-governmental international humanitarian organization.

Mercy Corps is implementing the UK FCDO-funded Scaling Climate-Smart Agribusiness Finance (SCAFIN) programme in the Democratic Republic of Congo as part of the Green Growth Programme (GGP). The programme aims to increase finance for climate-smart agribusinesses by strengthening partnerships with financial institutions and supporting the development of innovative agricultural finance solutions in the provinces of Kongo Central, Kwilu, Kwango and Mai-Ndombe.

Mercy Corps invites qualified consulting firms to submit proposals to provide technical assistance and advisory services to selected partner financial institutions and Mercy Corps during the design, development, piloting and rollout of agricultural and climate-smart financial products. The selected consultant will support the programme's objective of expanding access to climate-smart agricultural finance in the target provinces.

If you are interested in submitting a bid, you will need to complete an Intent to Form and submit it according to the guidelines below.

o    Mercy Corps Goma office N°094, Avenue Bougainvillier, Quartier Les Volcans, Goma, Nord-Kivu.

o    Mercy Corps Kinshasa office :6 avenue Bayukita, Quartier Bassoko (GB) commune de Ngaliema

o    Mercy Corps Tshikapa office: N°3, Avenue Likasi I, Quartier Kompungu, Commune de Kanzala, ville de Tshikapa, République Démocratique du Congo.

o    Mercy Corps Beni office Rue Recodi, avenue Karisimbi, Quartier Résidentiel, Commune Bungulu Au Sud-Kivu

o    Mercy Corps Bunia office: N° 08, Avenue Mulunge, Quartier Bankoko, Commune Mbunya, Ville de Bunia.

Completed Intent to Bid Forms must be submitted to Mercy Corps by August 07, 2026, at 23h59 (Kinshasa DRC Time) in one of the below methods.

·         Email completed Intent to Bid Form to drctendersubmissions@mercycorps.org with the Tender Reference number in the email subject line.

·         Return completed Intent to Bid Form in person and put in the Tender Box placed at any Mercy Corps office mentioned above. The Tender Reference number should be written in the envelope.

After the closing date of this Tender Notice, the Request for Proposal will be sent to the interested companies who submitted Intent to Bid Forms. The Request for Proposal will be sent according to the preference you have mentioned in the Intent to Bid Form.
